Benchmarking
Uruguay’s Ministry of Industry, Energy and Mining has a strong strategy for rational energy use. The country recently published a National Energy Efficiency Plan for the years 2015 to 2024.
A key part of this strategy is the use of energy efficiency systems in buildings. This includes sustainable construction standards for homes and a performance benchmarking program for existing buildings.
Mitsidi was hired to conduct a technical study and develop the national benchmarking strategy. In addition, we developed a pilot benchmark for public buildings. Mitsidi is currently on a technical mission in Montevideo, carrying out technical visits to public buildings, including several ministries and government departments.
It is interesting to note the difference in the construction and use patterns of the buildings. The greater seasonal variation generates high demands for cold and heat, and most buildings use unique systems to meet these demands. There is a wide variety of systems, including chillers, heat pumps, fan coils with gas or fuel oil water heating, among others.
An interesting point is the use of Split heat/cool systems everywhere. In them, the air conditioning acts as a heat pump and provides heating when necessary. Something to think about for thermal comfort on winter days in São Paulo.
